2012 STORM SEWER PROJECTS
ELM STREET AND PARK WEST DRIVE
Separate sealed bids for each project will be accepted at the Township Secretary’s Office, Findlay Township Municipal Building, P.O. Box W, 1271 Route 30, Clinton, PA 15026 until 10:00 AM local time May 22, 2012 for the Elm St. and Park West Drive storm sewer projects. All bids should be hand delivered to ensure they are received by the deadline. Bids will be publicly opened and read aloud at 10:00 AM on the day the bids are received. All bids received after 10:00AM on May 22, 2012 will be rejected. Bids will be referred to the Engineer for review.
Separate bids will be received for providing all labor and material necessary for the construction of the following storm sewer system improvements along Elm St. and Park West Drive in Findlay Township:
Elm St. – Includes the removal of existing storm inlets and storm sewers, the construction of 740 LF of 15” SLCPP storm sewer, 10 inlets and other work as further described in the contract documents.
Park West Drive – Includes the construction of 175 LF of 18” SCLPP storm sewer, 3 storm manholes, 1 concrete endwall, erosion and sediment controls and other work as further described in the contract documents.
A mandatory pre-bid meeting will be held on Tuesday, May 15, 2012 at 10:00 AM in the Findlay Township Municipal Building. Bids received from bidders who have not attended the pre-bid meeting will be rejected.
Bid documents may be examined at the office of the Township Secretary located at the Findlay Township Municipal Building (724-695-0500). Copies may be obtained from the Township with a payment of a $50.00 non-refundable fee for each set. Bid documents can be mailed upon receipt of an additional $15.00 non-refundable fee to cover shipping costs. Payment may be made directly to or made payable to Findlay Township in the form of a check or money order.
Bids must be submitted on prescribed forms furnished with the bid documents. The bid proposal must be accompanied by a Bid Bond, with an original Power of Attorney, a certified check, or a cashier’s check in the amount of ten (10) percent of the bid proposal made in favor of the Township of Findlay. Facsimiles will not be accepted and will provide cause for rejection of the bid. State prevailing wage rates are a part of this contract.
No bidder shall withdraw his bid for a period of sixty (60) days from the date of bid opening. Findlay Township Board of Supervisors reserves the right to reject any and all bids, to waive informalities, and to award contracts deemed to be in the best interest of the Township.

Within the past seven years, a significant amount of industrial and office development has occurred within the Airport/West Corridor and Findlay Connector Westport Area and credit has to be given to Findlay Township for their proactive and supportive role in the process. Through the leadership of the Board of Supervisors: Tom Gallant - Chairman, Janet Craig - Vice-Chair, and Ray Chappell - Member-at-Large, along with Gary Klingman as Township Manager, Chris Caruso as Assistant Manager and Planning Director, Jason Orsini - Municipal Authority Manager, Russ Collins - Building Inspector, Allegheny County Economic Development, Redevelopment Authority, West Allegheny School District, and the Findlay Township Municipal Authority Board, Findlay Township has experienced over 2,000,000 SF in new Class A industrial and office development, with estimated investment in excess of $250,000,000.
Several NAIOP developer members have made significant investments in the Airport area and in Findlay Township including the following:
* The Elmhurst Group with 209,000 SF completed and 130,000 SF in development in McClaren Woods Business Park: Tenants include prior NAIOP project awards for the Lewis Goetz build to suit and Calgon Carbon build to suit; Cameron; Amcom and Baule.
* The Buncher Group with over 600,000 SF completed at the Clinton Commerce Park (Fed Ex Ground, Flabeg & American Tire Distribution) with Phase II in process with the Airport Authority that will access up to 361 acres for an additional 1,400,000 SF of building space. An additional 100,000 SF was developed on site by Knepper Press.
* The Findlay Industrial Park at Westport, developed by Imperial Land Corporation, with over 335,000 SF completed since 2009 (Okonite; Alro Steel; Appliance Builders Cooperative). Phase II is currently under development accessing an additional 373 acres in 2012.
* Horizon Properties at Northfield for the Dick's Sporting Goods Corporate HG (2010 NAIOP Office Build to Suit awardee) with 675,000 SF.
* Northfield Development Area completed by the Airport Authority with 105 acres - approximately 1M SF potential building space off of International Drive.
Other projects currently approved include Westport Woods by Imperial Land Corporation with a 101 acre business park. Airport Authority sites at McClaren Site #9 with 96 acres for 410,000 SF of office space and Route 30 Commerce Park with 185 acres.
Findlay Township also supported zoning designations to create the Westport Development Disrict which provides the largest contiguous industrial development opportunity in Western PA with the potential for over 6,000,000 SF when fully completed.
A significant portion of the development is the direct result of Findlay Township's support of a TIF District which allowed for $10M in upgrades to the water and sanitary sewer systems to directly support the planned development at Westport. The Clinton Commerce Park and other regional projects within Findlay Township were supported by a TIF District resulting in additional investment in excess of $13M.
